This guide decides: which commercial, technical, document and logistics fields make offers comparable.
This guide does not decide: final suitability, structural approval, local authorization, price, lead time, container loading or stock availability before supplier confirmation.
Issue one layout and one scope table.
Identify every run, corner, end, opening and gate, and state the product route requested for each. Define whether the offer covers product only, a component package, drawings, engineering input, installation or supervision. Require alternates to be separated from the compliant offer and list assumptions, exclusions and deviations in a named register.
Normalize quantity and packing units.
Ask for panels, barriers, posts, bases, braces, clamps, gates, signs, spares, stillages or pallets as separate quantities. State whether dimensions and mass are per unit, bundle or shipment and request the proposed packing marks and handling constraints. Container quantity depends on approved product and packing data; keep it unconfirmed until the supplier returns controlled figures.
Tie documents to release stages.
List drawings, material records, coating information, test or inspection documents, packing list and operation or inspection instructions required with the offer, before production, before shipment and at handover. The document register should show status, revision, owner and relation to the offered configuration. A generic brochure or family image is not a project submittal.

Use the same revision for every supplier. Unknown values remain open items with an owner and due date.
What a usable supplier response returns
The response identifies the exact offered configuration, component quantities, drawing basis, materials or finishes, packing and document register. It separates confirmed values from assumptions, options, exclusions and deviations. Project safety, structural, electrical, traffic, accessibility and impact decisions stay with their responsible authorities.

- Is packing data controlled rather than estimated from images?
