Decision boundary
This guide decides: which stability inputs, assumptions and hold points must be visible before a temporary fence or hoarding system is released.
This guide does not decide: design wind, structural calculation, ballast schedule, anchor capacity, foundation detail or confirmation that a system is safe.
Describe the exposed geometry and site.
Provide run IDs, height, length, corners, returns, openings, level changes, screening or graphics and nearby buildings. State country, location, project wind criterion, exposure, shielding and duration as defined by the responsible project team. Opaque panels and added sheeting can materially change wind demand, so any later covering must trigger review rather than being treated as decoration.
Record the support and substrate honestly.
Map each run to soil, slab, pavement or other surface, and record fixing restrictions, services, drainage, edge distances, brace footprint and public access. Do not convert a supplier's typical foot or ballast illustration into an approved arrangement. Ask the offer to separate proposed components, assumed conditions, excluded work and information still required for review.
Create change and inspection gates.
Wind alerts, moved panels, opened gates, missing clamps, waterlogged ground, impact, added signs and altered layouts can change system behaviour. Assign routine and event-triggered checks, stop-work or isolation authority, repair disposition and the person who may release a changed layout. The useful lesson is the control sequence, not the featured components: define the arrangement, review the actual site condition, inspect it, and require re-review after a material change. The responsible project team must still set the wind, ground, support, public-protection and release criteria for its own location.

What a usable supplier response returns
The response identifies the exact offered configuration, component quantities, drawing basis, materials or finishes, packing and document register. Project safety, structural, electrical, traffic, accessibility and impact decisions stay with their responsible authorities.
